Pressure is caused by a restriction to flow, this restriction should be caused by not useing as much fuel as the pump is putting out, buidling pressure at the regulator. This assumes the pump is operating properly. If the restriction is between the pump and the regulator it may be causeing the problem. Check for kinked or flattened fuel lines between the pump and filter. The problem may also be electrical, If you have a poor connection, you might read proper voltage at the pump but when its loaded you could have a big voltage drop, this voltage my vary depending on vibration current draw etc. One thing you could try is to loop the fuel pressure line after the filter to the return line so the pump can operate at full volume and take some voltage readings at the pump.
